It's another way of thinking about what makes a person ATTRACTIVE. And, it's another way of thinking about that adage that 'beauty is only skin deep'!
Again, PHYSICAL good looks don't necessarily make a person 'beautiful'! This applies to men as well as women, although men are generally termed 'Handsome' as opposed to 'Beautiful'.
When one thinks about their 'friends', they don't usually think about whether or not that person is physically attractive. They think more about the 'friendship' that they share. Your particular individual knowledge of your FRIEND(S) makes them more attractive (beautiful) to YOU, than to someone who doesn't KNOW that person!
And therefor, the expression ';beauty is in the eyes of the beholder';!
